The story

Temple towns sell pendants like this outside the east gate, and none of them this finished. Layered crescents of deep red kundan with green and white kundan, worked over 925 silver, green beads and pearl clusters dropping from the lower edge.

A single hook takes a chain; the double hook is for tying beads. It expects a silk saree and gets one.
